HOBART .035" (0.9 mm) Mild Steel MIG Welding Wire - 33 Lbs Roll.
The wire frame holding the reel of wire; has become somewhat out of alignment. There may be 1 or more areas where the frame rod were bent close to the spool of wire.
It still has the plastic cover and the tension wrap around the spool of wire, although the plastic bag does have some hole or small tears.
It has been in the garage for a while, and I can no  longer use it.
